Seva Bharti
Introduction
Rastreeya Swayamsevaka Sangha
is a national movement, which was evolved in 1925 when a visionary, Dr.
Keshav Baliram Hedgewar initiated to promote selfless, dedicated
people to actively participate in the national development.
Those who were inspired by RSS vision and philosophy started many service
oriented organizations. These organizations promote active participation
of people from all sections of the society in developing a self reliant
and integrated society.
The development of any nation is strongly linked with the development of
the individuals it is made up of. A country can hope to achieve a strong
and self-reliant society only when its people are able to get access to
basic needs such as Health, Education, Housing and Employment.
It is equally or perhaps more necessary to promote a holistic development
of the society in which people realise their responsibility towards the
society.
The speed of human development in the present century has been
unprecedented. Bharath (India), the largest democracy in the world,
has progressed in all spheres of life. Technology, Science,
Self-Sufficiency in food are some of the achievements.
Bharat is a mini world not just a country. In spite of the
efforts from both government and voluntary sectors, a large section of our
society still needs access to basic needs such as drinking water, health,
education, employment and housing.
Over 2500 organisations inspired by RSS are implementing over 25,000
community projects (Seva Karyas) reaching almost every district, in some
districts to every Tehsil (block) in Bharat.
Issues Addressed
Ancient Bharat's contribution in science
and technology, social development, health and education is significant.
Bharat, which had excellent holistic and sustainable development programms,
still has many of its people in need of basic services. It is this
appalling situation which has made RSS work towards building a holistic,
prosperous, self reliant & integrated society. This is the main vision of
the
Rashtreeya Swayamsevaka Sangh.
MULTI-SECTORAL APPROACH
The development projects address the
various issues concerning people - environment, education, health,
employment, social harmony and disaster management.
Participation Of The People
Top down approach is an integral factor in
all community development projects. People at the grassroots are not mere
'recipients'. In fact the major focus that is emphasized in all
development projects is it should be started/managed by local people.
People who share RSS vision play the role of catalysts in communities in
motivating people in the process of finding solutions to their problems.
Development projects in different sectors are implemented in all the 27
states of Bharat. All these projects are based in rural/tribal areas and
urban Seva Basthis where economically socially weaker people live.
Although the concept of a self reliant and integrated society is much
deeper and richer than any composite index, the key areas (as identified
by the Rashtreeya Swayamsevak Sangh (R.S.S.) in need of extensive
support in Bharath are:
- Education (Shikshan)
- Health (Arogya)
- Social Development (Samajik Samarasatha)
- Economic Development (Arthik Vikas)
- Assistance during crisis (Naimithik or casual services)
Education
A Primary Prerequisite for Development
59 percent of the Seva Karyas are in the education sector.
About 2000, personality development centers have been established all over
the country. Over 6000, schools are run to facilitate education of the
children in Vanavasi inhabited regions, rural areas and also for under
priviledged children of the urban areas.
Highlights of
Educational Programs
PRIMARY EDUCATION FOR ALL
Vanavasi Kalyan Ashram, an organization
meant for tribal people, has started 10,480 educational institutions with
over 18 lakh students.
There are over 30,000 adequately trained and highly oriented, dedicated
teachers working in the schools managed by Vanavasi Kalyan Ashram.
REACHING TRIBAL CHILDREN
Ekopadhya Vidyalayas or Gram Shiksha Mandir
(single teacher schools) is one of the pioneering projects implemented by
Vanavasi Kalayan Ashram. VKA's educational projects provide comprehensive
and holistic education to tribal children.
There are more than 6,000 such schools spread over 27 states. The number
of tribal children benefited exceeds 1,80,000.
Ekal Vidyalayas are part of Gram Shikshan Samitis. Gram Shikshana Samitis
are planned and managed by local people. Ekal Vidyalayas which were
started in vanavasi areas in the beginning have now expanded to rural
areas and Sevabasthis (Urban Slums) and are being managed by Seva Bharati,
Vishwa Hindu Parishad and other such organizations.
Montessori method of education has reached the villages. Education of
children with disabilities in general schools is promoted both in rural
and tribal areas.
PHYSICAL FITNESS
Physical well being
is one of the important components of educational activities. Regional
Physical Fitness Training Centers have been established for specialized
physical training. These centers train participants to start Physical
Fitness centers in rural areas.
Research and development in education sector is an important area in which
the Sangh is actively involved with active research taking place on
teacher's education and curricula development-both in core and open areas.
DESTIMATIZING LEPROSY
The problems of people affected by leprosy
is vast and its impact is very severe on the individual, family and
community. There are 28 Rehabilitation programmes and systematic efforts
are made to offer relief and rehabilitation to the leprosy affected
people. Misconceptions patients. The healthy children of leprosy patients
frequently face difficulty in getting access to primary education. The
Sangh workers have started schools for children of leprosy patients in
several states.
SPORTS TALENTS FROM VANAVASI AREAS
The Vanavasi Kalyan Ashram annually
organizes sports. Vanavasi Youths (both boys and girls) meet on all India
level/basis. Thousands of young athletes, both boys and girls participate
from the vanavasi areas of our country. Officials of All India Olympic
Association and other National level sports organisations are invited to
observe these meets.
Every year dozens of athletes are selected
for further coaching in the National sports promotion institutions. Top
Archer Limbaram who represented India in various national and
international meets including Olympics was `discovered' in one such
programme. But many more potential Limbarams await graduation to those
levels.
CHILDREN AS EFFECTIVE AGENTS OF SOCIAL TRANSFORMATION
How children become
effective change agents has been demonstrated at several places by the
values inculcated in them by their teachers. For example-in a small
village in Karnataka, a child started touching his parents' feet as a mark
of obeisance every day, a practice propagated by the school. The father
was alcoholic, the child demanded that he should give up drinking. First
the grand father who was alchoholic gave up drinking because the grand
child would not accept him. Slowly the father also gave up, as he could
not face rejection from his own child.
Many more such instances of this nature are being experienced in different
parts of the country.
YOGA
Yoga is another important area, which is
promoted by many organizations. Vivekananda Kendra is an international
center doing research and promotion of Yoga. Yoga Vibhag of Hindu Seva
Prathisthana regularly organizes yoga camps in remote villages, towns and
cities. Yoga is introduced in all Community Based Rehabilitation projects
for people with disabilities. It has helped village people to have access
to Yoga.
CATCHING THEM YOUNG
Seva Bharati a NGO in Delhi runs about 250
Balavadi centers, catering to about 10,000 children up to the age of 7
years to facilitate education and sponsorship. All these projects meet the
educational needs of children in the Delhi slum areas. Similar activities
among children are implemented by Vishwa Hindu Parishad, Vanavasi Kalyan
Ashram and Vidya Bharati. These projects are implemented in Seva Bastis
(i.e. urban impoverished areas).
IDENTIFYING THE GIFTED
National level sports events, essay
competitions, quiz competitions etc., are organized to identify and
develop latent potential among children by Seva Bharati and other
organizations.
SUPPORTING GOVERNMENT SCHOOLS
Children from deprived communities need
support to do well in education. The poor home and school environment
throw a challenge for these children. The tuition classes are run by Seva
Bharati and other organizations for the underprivileged students, is one
such establishment, which helps these children.
Some Highlights of Educational Programs:
- Bala Gokula, a personality development
program for school children, was started to give personality development
for children from the poorest of the poor sections of the society. The
Bala Gokula program has now been officially accepted as a standard program
for imparting cultural education to children in select districts of
Karnataka and Kerala.
- The mobile science laboratory in Thane district of Maharashtra is a
model of social science education at the primary level in rural and tribal
areas.
- Seva Bharati of Delhi has, received the prestigious state award for the
child development activities in the year 1995.
- At Tamilipada, Agra, the basti dwellers came forward to make a school
building with their own hands and provide students with a clean
environment for the school. This example has been replicated at several
places.
Health - A Holistic Approach
Health care is another major initiative
that the Seva Vibhag has taken up. The Sangh inspired organizations carry
out several activities towards the global objective of health for all.
Various units across the country have placed much attention on the need
for primary health care in villages. However, merely reducing the
occurrence of diseases is not the major objective of health activities, as
the aspiration is to improve the quality of life of the people. Special
efforts have been made towards teaching yoga and basic hygiene. Efforts at
de-addiction, improvement of environment, planting of trees etc, are also
considered important anciallry components in the health care services.
Highlights of Health Activities
RAKTHADAAN - JEEVANDAAN
(Blood donation is life donation)
There are seven major blood banks run in the country, one at Bangalore
(Karnataka), and six in Maharashtra. Blood banks provide blood from
healthy voluntary donors. Blood donation camps are frequently organized.
Blood donor's directory has been compiled in several cities and small
towns.
EYE DONATION
Tamaso Ma Jyothir gamaya
(Lead me from darkness to
light)
Netradaan (gift of the eyes) is among the greatest gifts one can make. The
Karyakartas of Nagpur have set up an eye bank for blindness control. Seva
Bharati carried on a campaign for mobilizing eye donations at Chandigarh.
Similar activities are also being encouraged at several places.
Medical units run mobile dispensaries all over the country. Run and
monitored by the Karyakarthas, these mobile dispensaries serve thousands
of people everyday in villages and Seva Bastis.
ROOTING FOR AYURVEDA
In Gujarat and Maharashtra, villagers are
given training in the use of Ayurvedic/Herbal medicine for treating common
ailments. Each village is given a kit comprising Ayurvedic or Herbal
medicine. More than 400 to 500 villages are thus equipped and there is a
demand for many others.
PRIMARY HEALTH CARE
Karyakarthas of Nasik district of
Maharashtra started a program for providing primary health training for
selected persons of several villages. Monthly meetings of village Health
Workers are held to discuss issues and concerns related to healthcare in
their areas. These services are operated particularly in remote village
and tribal areas where medical facilities are inadequate. People have
responded to the scheme enthusiastically. Such Arogya Rakshak projects are
run in other states also.
There are about 1696, sevakaryas (activities) involved in the health
sector.
DISABILITY-REACHING THE UNREACHED
Disability-detection, eye camps and
immunization camps are held on a regular basis. The concept of community
based rehabitation of people with disabilities is promoted to reach the
unreached people with disabilities. A pioneering project to integrate
young children with special needs into Anganwadi's and primary scholls in
Manvi taluk, a remote backward area in Raichur District of Karnataka is
recognised as a model by UNICEF and Government of Karnataka. Various
pioneering projects such as ``Portage to every village" initiated by CBR
NETWORK is recognized by both national and international organizations.
``Seva in Action'', a project of Hindu Seva Prathisthan has established
village based Self Help mutual aids groups in 30 villages around Bangalore
City to address the needs of the disabled and the families.
Samajik Samarasatha
- (Social Development Programs)
With a long history of service and
dedication for the upliftment of humanity, the Sangh work has carried with
it a legacy of spreading the message of peace and harmony with the growing
number of volunteers. Volunteers have been engaged in bringing about
social transformation at all levels, in the lower segments of the society
where they are working hard to eradicate illiteracy and poverty, and in
the higher segments where each one of them is working towards bringing in
an attitudinal change towards the lesser fortunate fellow beings.
Key Programs
MAINSTREAMING THE PARADHIS OF MAHARASHTRA
Of the forty two listed nomadic tribes in
Maharastra, Paradhis, were branded as bandits. Not permanent settlers, the
Paradhis followed nomadic lifestyles, moving frequently from one place to
the other. They also remained poor and illiterate. Yet they were an
extremely close knit people with their own social codes customs and norms.
Bhatke Vimukta Vikasa Pratishthan decided to mainstream the Paradhis. The
Paradhi children are not studying in a school, and about 25 families have
been settled in a village, Magar Sangvi. Seeing the transformation in the
tribals, Government of Maharashtra had deleted Criminal Caste against
their prefix. The Paradhis, are not at par with the rest of the tribes in
India.
Prof. Jagadeeshji, M.Sc., Ph.D. desired to conduct coaching center in
Harinagar, a Sevabasti (backward class) locality in Meerut metropolitan
city. He visited the locality several times going from house to seeking
students. But the politically prejudiced local youths vehemently opposed
the idea, so much so that they prohibited local people from sending their
wards to the coaching classes despite offer of free coaching.
At last one guardian offered his two children. Prof. Jagadeesh gladly
accepted the offer and patiently taught for one whole year. Both the
students fared very well in the annual exams. This event transformed the
entire atmosphere in Harinagar. The number of students now stands at over
200. The local people have offered a proper place for conducting coaching
classes, which has now become a house-hold word. Not a trace of
opposition. To top it all the Dalit Academy of Delhi publicly honoured
Prof. Jagadeesh with a scroll and a Gold Medal for his services to the
Dalits. But this is not an exception. Thousands of devoted workers are
doing likewise.
UNITING PEOPLE THROUGH SANSKRIT
Sanskrit, which is the mother of all
languages in Bharath, is also taught in schools. But teachers use other
languages as a medium to teach Sanskrit. Sanskrit is taught to all
children irrespective of their social and economic backgrounds.
Unfortunately Sanskrit was not seen as a strong tool to unite the various
sections of the society. The advocacy groups - Samskrit Bharathi - which
strongly felt that Sanskrit as a spoken language can be a strong and
effective tool to bind the hearts of all sections of the society,
gradually gained enough momentum to convince the Delhi and Karnataka
governments to issue directives stating that education in Sanskrit should
be in Sanskrit medium alone.
STRENGTHENING COMMUNITYTIES
Millions of devotees congregate on
auspicious occasions at various holy places. The organisations arrange
free or subsidized meals to millions of people; provide health care
services; potable water to visitors; regulate traffic flows; arrange
living accommodation for the visitors/pilgrims.
MOTHER EARTH
In a widespread environmental awakening
since the early 1980s, the Aarogya Vikas Project of Hindu Seva
Prathisthana has been fighting to stop the illegal felling of trees in
Karnataka.
In Sagar taluk of Shimoga district of Karnataka, the village forests have
been safeguarded and tree planting programs take place once a year.
Gifting of saplings on marriages and other auspicious occasions has become
a novel practice among these villages.
Swayamsevaks were in the forefront of a successful battle against the
government's move to hand over 75,000 acres of forest and marginal land to
a joint sector undertaking in the mid 1980s. Swayamsevaks were prominent
participants in the `Save the Western Ghats March' in 1987.
DOMRAJA FEEDS DHARMACHARYAS (RELIGIOUS HEADS) AND METHADHIPATIS IN HIS OWN
HOME.
The ``Dom'' community in Kashi (Banaras or Varanasi) are the traditional
``out-caste'', as disposal of dead bodies has been their age old
traditional profession. No caste Hindu would even thouch them. No one ever
entered their homes. They remained the most ``isolated'' group of our
society.For
the first time in our social history, several heads of various religious
paths, maths and sanyasins visited the Domraja of Kashi in his home and
took meals prepared and served by him. This unheard of episode
demonstrated to every one our faith in ``Hindavha Sahodara Sarve Na Hindu
Patito Bhavet'' (All Hindus are first-line brothers. No Hindu ever becomes
outcaste). This incident took place at Varanasi during the Dharmasamsad of
V.H.P. held in 1995.
CHANGING MIND SETS
Untouchability has been declared as a
punishable offence, but casteism and social hierarchy exist very strongly
in people's hearts. Seva projects promote active participation of all
brothers and sisters from under-privileged sections of the society in all
the mainstream development programs.
MATRUMANDALS/BHAJAN
MANDALS/SATSANGHS
There are over 30,000 projects working
towards building up awareness on the social responsibility and Vedic
cultural values. Hindu Jeevana Deepika, a project of Hindu Seva
Prathishtan in Karnataka is offering postal training programs on the Hindu
way of life.
TRANSLATING CONCERNS INTO ACTIONS...
From ``no entry'' to the exalted status of ``priests'' Dr. Babasaheb
Ambedkar & Mahatma Gandhi had to launch movements for allowing ``Harijans''
and so called lowcaste people to enter mandirs (temples) and offer
worship. It is just a recent past when ``Harijans'' were not allowed even
to enter temples. Thanks to the lead taken by our organisations, we now
see hundreds of temples wherein the so called Harijans and other
``backward'' class people officiate as priests in charge of these holy
places ! All classes of people not only cheerfully accept them, but also
encourage this process. That is why such temples have became the focus of
all round social change in their respective places. A tremendous
achievement indeed. Training courses for such priests are conducted by
Vishwa Hindu Parishat. In Kerala the Kanchi Acharya distributed
certificates to such persons.
VANABANDHU PARISHAD-A NOVEL ATTEMPT
(Friends of tribal society - F.T.S.)
The Vanabandhu Parishad was established in Calcutta in the year 1989. The
main thrust of the Vanbandhu Parishad is on exposing various classes and
groups of the non-vanavasi people to the life styles of our vanavasi
brothers. People staying in urban and metropolitan conglomerates,
particularly the well-to-do and middle class people, are seldom, if at
all, exposed to the life of vanavasis. Not even a few urban people ever
visit a vanavasi village, let alone stay there. But if they do so, they
realise, how deplorable the conditions there are.
The Vanabandhu Parishad organises planned visits to the vanavasi areas, of
various groups of urban people with their families. These groups are taken
around several seva activities conducted by Sangh inspired organisations.
Once the urban people see for themselves the miserable conditions
prevalent in the vanavasi areas, many of them get motivated too and render
a helping hand to persons and organisations that strive for the welfare of
our vanavasi brothers. They mobilise resources of various types of aid
such programmes. They maintain sustained liaison with these organisations.
The Vanabandhu Parishad participates in organising training of the workers
besides promoting and sustaining several seva activities in the vanavasi
areas. The activity of V.B.P. has been extended to other weaker sections
of society as well.
It is through the financial and other resources mobilised by the
Vanabandhu Parishad that several hundreds of Ekal Vidyalayas (one teacher
educational activities) in various states are run. ``RAMA KATHA''
programmes are being conducted on a mass scale in a vanavasi areas by
training our vanavasi brothers and sisters for that purpose.
No doubt such mutual exchanges and sharing will help integration of the
vanavasi brothers in the mainstream. It will save them from failing into
traps of anti-social and anti-national forces, separatist's tendencies and
the like. It will open innumerable opportunities for our vanavasi brothers
to participate meaningfully in social reconstruction and development.
SAMAJIK VIKAS
(Economic Development)
Economic development is one of the
important sectors in which the organisation is actively engaged.
These development projects go beyond viewing human development as a
function of economic indices such as per capita income or PPP (Purchase
power parity). It is important for us to assist people to help themselves
in meeting their basic needs and to lead to help themselves in meeting
their basic needs and to leadd a life in harmony with nature. Nature can
meet our need but not our greed. Therefore all economic development
projects are carefully planned so as to be in balance with the available
natural resources. Inverted pyramid approach is an integral focus that is
emphasized is that all development projects should be started/managed by
local people. People who share Sangh's vision play the role of catalysts
in promoting local community to find solutions to their problems.
Highlights of Economic Programs
SKILL DEVELOPMENT
Workshop training programmes are organized
in various disciplines for men and women with the aim of generating
self-employment. These include training in stitching, tailoring, machine
oepration, typing, computer operations, agriculture etc.
DEVELOPMENT NOT CHARITY
The main thrust of the training is to
enable people to help themselves. Self help approach plays a significant
role in the economic development programs. Organizations provide training
and need-based inputs to enable people to deal with the situation in their
lives. Collective efforts are made through organizing selfhelp savings
groups.
PROMOTING COTTAGE INDUSTRIES
The nation lives in the cottage
industries-the persant, the shoemaker, the sweeper and such others have
much greater capacity for work and self reliance. These words of Swami
Vivekananda point out the importance of every kind of worker, however
small, in the social fabric. The organizations' implementing economic
development program recognize this factor and has taken the economic
development of every vocational aspect.
Key Development Projects
HOLISTIC RURAL DEVELOPMENT
Samagra Gram Vikas is a specific program
that is aimed at helping rural communities in meeting all their needs and
is currently being carried out in selected places in the country. Freedom
from hunger, illiteracy, diseases and lack of shelter constitute the core
focus of its efforts. Development of water resources, agriculture, local
industries and a market for local products are some of the constituent
steps taken. Special efforts are made to improve sanitation and hygiene.
Economic, environmental and cultural aspects of local life are addressed
by improving places of worship, organizing cultural functions, forming
bhajan mandalis, libraries etc. to generate social harmony and a feeling
of unity and fraternity.
The economic programs make a constant endeavor to sprout new development
works.
Economic development sectors include model farms, veterinary services,
bio-gas promotion wasteland development, computer education, food
processing, poultry, herbal medical plantations, social forestry, waste
resources conservation etc.
VOCATIONAL TRAINING
Seva Bharati at Delhi and other places has
started vocational training centers to enable the youth to become
self-sufficient. Training programs for electrical and electronic trades
are held in three batches of 250 students each. The training includes
practial and theory lessons for four to six months where students are
trained to become electricians.
Maharashtra Pragathi Prathisthan offers Obstetric nursing (Dai) training
to village women. Designed on scientific lines, a modern `implement kit'
is given to each Dai. This serves as a vocation for women as well as being
an immense help to expectant women in the villages.
INCOME GENERATION PROGRAMS FOR WOMEN
Self-employment for women is also on the
agenda. Seva Bharati started a Papad making centre at Gorakhpur of Uttar
Pradesh. Training and raw materials are provided by the Karyakarthas. The
women roll out the papads in their own homes. The papads are collected,
packed and marketed centrally. Similarly tooth powder-making centers have
been started. The organization helps in the marketing of the products. The
women have gained self-employment with the help of the Karyakartas. This
type of activity goes on at several places.
FIGHTING FOR OUR BASIC NEEDS
Akhil Bharatiya Vidyarthi Parishad found
that the conditions in the schedules caste and schedules tribe hostels
were not satisfactory. Much of the earmarked grant was misappropriated.
The students were unware of the facilities they were entitled to. As a
result of the campaign and the report submitted to the Ministry of
Education, the students are now aware of the facilities available to them
covering food, textbooks, medical expenses, library, etc. The situation
has vastly improved.
NYMITTHIK/CASUAL SERVICES
(Disaster Management)
Utsave, Vyasney Prapte Durbhikshe,
Shatru Sankate Rajadware, Smashane Cha Yah tishthati sa Bandhavah
(He who stands by you to render a helping hand in times of rejoicing,
famine, attacks from enemies, calamities, when you are honoured by Kings
and at your death bed is your true brother/friend.)
All organizations inspired by the Sangh have consistently been in the
forefront of rendering a helping hand in countless calamities, reaching
there at once, be it natural or man-made, in providing relief and also
rehabilitation. Like a well-oiled machine, the Sangh workers are adept at
meeting the immediate needs of the people : surveys are conducted, damages
are assessed, short and long term measures decided systematically. The
role of the RSS volunteers has been widely recognized in this area of
prime concern.
A friend in need
RSS Volunteers actively participated in reaching out to people in distress.
1993 :
At the time of the Latur earthquake in 1993, thousands of swayamsevaks
pressed into immediate action and were there for three months providing
relief services to the afflicted. As a permanent measure, a residential
high school for over 500 quake-affected children was started within three
weeks. A village with quakeproof technology was also built; this was the
first to be handed over to the villagers.
1996 :
Poorva Andhra Pradesh was hit by a cyclone in which millions of people
were affected. The Sangh people offered palliative and relief services to
the affected people and rebuilt four villages. The
famine of 1996-97 was widespread and severe. The sevaks reached relief
measures in 38,000 villages of 32 blocks in 5 districts.
1997 :
Jabalpur in Madhya Pradesh was rocked by a devastating earthquake in May
in which 555 villages and 67 wards of urban towns were affected out of
which 50 and 19 wards suffered serious damages. The Karyakartas were the
first to reach the destitute to render assistance and rehabilitation
facilities.
The 1997 floods in Gujarat severely affected
peoples' lives there. Seva Bharathi Gujarat rushed to provide assistance
to the flood affected people within a few hours.
1998 :
Gujarath Kandal port cyclone. Earthquake near Uttara Kasi in U.P.
These are instances of only the recent
crisis management efforts. History of such inventions date back to the
inception years where volunteers were always the first to reach the
disaster sites. The Bhopal gas tragedy, the airplane accident in Haryana
and the Faridabad train accidents are some of the earlier instances of
volunteers' intervention at times of crisis.
INFORMATION ON SOME NATIONAL LEVEL
ORGANIZATIONS IMPLEMENTING COMMUNITY DEVELOPMENT PROJECTS.
With the concept of developing a self-reliant in integrated society many

RASHTRA SEVIKA SAMITI
Creating awareness among women regarding
their cultural and social reponsibilities is the principal theme of the
work of the samiti. With this aim in view the Samiti imparts training to
women. The said training involves promoting holistic development of women.
AKHIL BHARATIYA VIDYARTHI PARISHAD (ABVP)
ABVP plays a constructive role in focussing
their programms not only on advocacy vis-a-vis the problems and
difficulties faced by students and educational institutions but also on
